Dear Paskin,
Waterlow, who is away to-day, has asked me
to send over the enclosed memorandum embodying
the result of the meeting held in his room on
April 15th to discuss the situation in regard
to the carriage of Persian opium on British
ships.
Would you let us know as soon as you can
whether you would wish any changes made before
the questions at issue are submitted for decision.
